So. I had a lot of time on my hands and I decided to create an entire school system of American magic, of how the United States reacts to magic. I also assume Canada would be closely related. Here's the gist. Tell me your thoughts! =D

The Major Face: Alse Young
Alse Young was the first person to ever be executed by muggles in North America on the accuse of witchcraft. She was executed on May 26, 1647 by a hanging. But, she was an example of one of the rare chances a muggle actually captures a witch. Alse Young's family quickly put in plans and found a dying prisoner and replaced her in the hanging with a polyjuice potion, a more primitive version of it. Her family's act had become controversial over the fact she allowed another to die in place of her. This was well before the spells that witches and wizards had to escape from being burnt at stake, and well before witches were burned.
Alse Young couldn't thank the prisoner enough for taking her place and had felt bad about it. Alse Young decided to move westward, into the territory now occupied by the states of Wyoming, Montana, and Idaho. She took refuge in a Veela colony that had relocated there from the United Kingdom after hostilities with the native wizards. They thought they would be safe from the wizards and the muggles. Alse Young and a group of her friends formed a friendship with the Veela people in their remarkable small village.
Slowly other wizards and witches moved out west to join Alse Young and the Veela in an untouched land, a land that Native Americans dare not ventured to due to the great geysers rising up and forcing them out. There was raw magic in the ground, which was why the Veela chosen the site to settle. The magic was the heart of one of the world's modern treasures, Yellowstone National Park in the United States of America.
The Rise Against the Government: Education
Even though Alse Young was an aging woman. On her hundred and seventy-fifth birthday in the year of 1775 she challenged the government of the American colonies about their lack of standards on several branches of magic. The health care standards failed, the auror requirements were low. All government standards were low and the government, the American Ministry of Magic cared less about rising standards. Alse Young spoke in a famous speech in a famous line, "If you won't up your standards. I will."
In 1783 after fighting with the government and building her connections she returned home to the Veela village and struck a deal with the township. They had decided to found a university. The Alse Young University was founded to rival the Ministry of Magic's training forces. She founded a university to have stronger standards, to train better aurors, better healers, better teachers. The years were tough, it took a great deal of resources to found a university.
It took years before the first graduates of the university joined the work force. After they have joined the work force the first generation of Alse Young graduates took the young country by storm. They were in demand. By 1787 the demand for Alse Young students were at an all time high. The government finally had faltered. No candidates were joining government programs. Influential witches and wizards were preferring to hire private policing and security forces that were trained to the higher standards. Government clinics shut down due to no patients. Alse Young had won. She proudly stood up to the Ministry of Magic calling for a vote to reform the American government.

By September 1787 the muggles have ratified their first constitution, the modern constitution of the United States of America. The wizarding folks of the Americas have done the same. The government was reformed. The members of the wizengamot overwhelmingly voted in favor of Alse Young due to so many petitioners. The American Ministry of Magic's halls were full with wizards across the United States and even the neighboring Canada demanding to speak, demanding reform. The wizengamot voted to abolish themselves. They voted to abolish the office of the Ministry of Magic, and finally as their last act, they voted in favor of the new government.
The new government was formed with a series of five senators which would head the government. They were named the Senate of American Magic, they became a wizarding equivalent to the United States Supreme Court. They had final say in all law, final say in everything relating to wizarding law. The panel was not elected for life, but were elected by the people in mass polls.
Time went on, Alse Young University grew in size, the university expanded. The town around it expanded. The Veela numbers have grown. The Veela were proud when a rare male was born and petitioned for the rights to the Veela to attend American schools. Alse Young was spoke yes, she let them in the local school for young wizarding minds she started across the lake from the university. The Senate was in outrage, they threatened to shut down the university, shut down the schools for allowing non-humans to attend. Alse Young spoke these famous words, "Try me." This was in 1861.
Other species wanted in. Vampires wanted their young in. Goblins that immigrated to the States wanted their children to be apart of the new school system. Soon the town surrounding the university and Veela village grew in size, grew in such numbers they now rivaled Hogsmeade. Alse Young spoke on the eve of 1865, "All persons, half-breed, another species, all sentient beings are welcome to use magic in the schools I oversee." The Senate challenged them. The Senate of American Magic held a hearing in efforts to bar this radical expansion.
On April 15, 1865 right before testifying to the Senate of American Magic, one of the senators challenged Alse Young to a duel and shot at her before she could answer on a busy street while she was helping children practice their magic with their newly crafted wands of local trees. Alse Young turned around she rose her hands up. Legend said as she rose her hands two wands appeared in either hand. She dueled against the Senator. This had become the duel of the century. She fought back and forth, constantly using defensive spells to protect innocent bystanders. Not once did Alse Young miss a target in the duel, she harmed nobody. The Senator on the other hand kept hitting bystanders. The other Senators appeared out of thin air with their wands attacking Alse Young. "We must take down this dictator, she wants to overthrow our government." They spoke.
The people shouted at the senators. Alse Young argued back, "I founded this town, these schools, the Senate on hopes to be innovative. I think it's time for changes... To keep your power in check." The crowd rallied behind Alse Young. Several wizards and witches rose their wands in support of Alse Young, they were ready for orders. The senators quickly disarmed the ground, destroying their wands. "Magic is for the privileged, not for the working class." Alse young was surrounded by the five senators, forced to the ground and disarmed from her two wands.
Out of seemingly nowhere, she rose up. She fought against the magic and rose her hands in the air. Two senators flew away. She had mastered wandless magic long ago, wordless magic as well. She was one of the most powerful witches alive. The Senators, though powerful... She matched them. Three senators left, the stronger ones. She fought against them, blocking spells with their hands. Finally, one Senator spoke a killing curse, "The Senate sentences you to death for crimes against the American people." Goblins appeared, House Elves appeared, the Veela appeared, the wands of the people were returned when Alse Young changed a great spell. The people surrounded the senators who surrounded Alse Young and demanded reform.

The Senate of American Magic was forcibly relocated to the town of Cresthallow, where the university was. They built a new government office. The Senate was expanded from five to seven wizards. Their twenty year tenures were cut down to six years. New rules were added to government law, stating a Senator could now be impeached by petition, a petition of ten percent of the citizens of the Americans. The Senate gained more power, grew bigger, was reformed with several divisions relating to muggle law, magical law, oversaw the new university and became staffed with new heads, new ministers of different offices. The Aurors were no longer privatized and joined the government. Alse Young was offered a position as a Senator, she declined and took her place as the Minister of Education.
Sadly, Alse passed away in the year 1984 at the age of 337 years old. The university was renamed to the Alse Young University in her honor. She is known across the magical world as a major player in the civil rights for wizards and one of the greatest witches to ever live.
Modern Issues:
Though the town was successful. The schools grew. There are two charms schools in Cresthallow, one school to teach young minds ages ten to seventeen. Then there was the university for persons that graduated. The university encouraged apprenticeships now. They encouraged young minds to experiment, to try out different fields to find what they loved before they studied it. Otherwise they could take all the classes the university offered and switched around until they found one they liked.
The Senate of American Magic grew in size from seven senators to nine. And soon grew to thirteen senators. The Senate building had become a hub for international politics, and internal politics. The Ministry positions for positions such as Ministry of Education, Ministry of Law Enforcement, Ministry of Muggle Relations have become huge departments with great power to excercise. The Ministries became allowed to pass laws internally, themselves. The Senate's job was now to hear cases, to challenge laws and listen to the people. One day each year the people would write on a card and place it in a box, the Senate would draw the issues and read them aloud and agree to try those cases, no matter how minor or severe. From simple cases such as Mandrake theft to the importation of Dragons to the rights of wand holders.
Many cases have been tried. Many great controversial things have been passed. Goblins, Vampires, Werewolves, and Veela were all allowed to have wands... A move that shocked the world. A move had even caused new departments to open such as the Ministry of Transportation and the Ministry of Health.
Cresthallow had outgrown a village and became a town, and soon a city. The Ministry of Muggle Relations have imposed an expansion ban on the city limits. Working with the United States government several square miles were gated with signs reading 'Property of the United States Government' and great magic was put up to repeal muggles who came deep into Yellowstone. No roads accessed that deep into the National Park. Cresthallow was the only major settlement inside a National Park. The town grew to a population of just over 35,000 persons. Though the city council had imposed limits on expanding the town limits, persons have come up with clever ways.
Now, in this date... The fence borders the city, a mile away from the fence the city can be spot in every direction. The city is sprawling with gigantic buildings, condos, sky scrapers soaring into the sky and underground. Space costs money. The business sector is huge. When young wizards left the University they started their own companies, a great many American Wizards stayed in Cresthallow. Cresthallow had begun attracting some of the brightest minds around the world, to work in the world's only fully functioning magical city. Negotiations with the United States government went on along with the Senate of American Magic, the government agreed to ban air traffic and blackout all satellite maps of the town, to keep it a secret and they agreed to leave the wizards alone, to not interfere. The Senate of American Magic agreed to import muggle agriculture, and to stop the growth and pushing their city limits: hence the skyscrapers.
International Relations:
Perhaps to be used alongside popular Hogwarts School of Witchcraft and Wizardry there could be great improvements made upon portkeys over the years and an experimental highly advance one was put up in the Alse Young University. Portkeys are to other international destinations such as Boston, London, Hogsmeade, Cannes, to allow for a more international student body and easier access to the city of Cresthallow without the need to fly. The portkey is safer to travel, doesn't make people nearly as sick and is safer than apparation. It does however take a full minute to transfer across half the world, so travelers may note their watches are one minute too slow, or if taking multiple portkeys in the international travel hub in Cresthallow one may find them many hours and minutes off. There is a charge of 12 sickles in British pounds for a day pass. There is a currency exchange office as well to exchange currencies. Cresthallow uses dollars, American dollars for their currency and not a wizarding currency. But, most shops do accept galleons, knuts, and sickles.
The current school in Cresthallow for teenagers, which is an equivalent of the Salem Witches Academy, Hogwarts School of Witchcraft and Wizardry, Beauxbatons, or even Durmstrang does not allow international students to be admitted. Only the university allows international students. The university and the town is not hostile to foreigners and is a great melting pot from around the world, many wizards and witches that live in Cresthallow work abroad, or many that live abroad work in Cresthallow. It is a booming city, the largest pure magical city in the world and dwarfs Hogsmeade by over thirty times. The location is known for its vast biking culture, walking, and public transportation. Well maintained portkeys and floo networks are scattered across the city.
Currently Alse Young offers majors and training in the following categories: Healing, Auror, History, Archaeology, Transfiguration, Charms, Spellmaker, Potionmaking, Arithmancy, Care of Magical Creatures, Dark Arts, Alchemy, Divination. There are a great number of minors as well, the school is flexibile and allows students to mix and match classes to create their own unique major they feel would be best. It generally takes about three years to complete a course, or longer if opted for more advance studies. The most popular majors are Healing, Auror, and Archaeology. Xylomancy is offered at the university as well, as are quite a few rare subjects, including voodoo magic, veela, and Native American magic.
Auror is not a required major in many countries, except the United States of America. Usually Ministries prefer hands on training, but, they are appreciative of Auror majors who tend to be fast tracked and get through training faster. Alse Young University is the top magical university in the world, they constantly top any testing score, and competitions. They have only lost one academic contest in the last 179 years.
For music, acting, anything to do with Dramatic Arts, the Alse Young University has a standing cooperation with the Wizarding Academy of Dramatic Arts in London, United Kingdom and does not teach the majors or subjects itself.
